29 CFR  1926.501(b)(13):Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by a guardrail system, safety net system, or personal fall arrest system, or an alternative fall protection measure that meets a provision described in paragraph (b) of this section.  a) Jobsite: 4701 Pine St. Philadelphia, PA 19143 - On or about July 12, 2023, the employer did not ensure that an employee conducting residential construction activities along an open and unprotected wall opening on the 2nd level of the building, approximately 8 feet above the ground level, was protected from fall hazards by the use of a fall protection system.
