29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii) Location: a) Exterior supported scaffold at the left side of the house: On or about August 9th, 2023, employees stood on the 1st tier of the scaffold, approximately 6 feet above the ground level, to perform masonry bricklaying work on the staircase of the house. The working platform was not fully planked or decked between the front uprights and the guardrail supports.

29 CFR 1926.451(c)(2)(ii):Unstable objects shall not be used to support scaffolds or platform units. Location: a) Exterior supported scaffold at the left side of the house: On or about August 9th, 2023, employees were working on the 1st tier high supported scaffolds to do bricklaying work. The scaffold legs were supported by stacks of hollow cinder blocks and a piece of brick on a concrete edge. Unstable objects were used to support the scaffold and its work platforms.
