OSH ACT of 1970 Section (5)(a)(1):The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees from struck-by hazards while exposed to moving mobile equipment:  a) 60 Solar Dr. Fairless Hills, PA 19030- Yard - On or about October 9, 2023, employees walking and performing work activities  in the yard area are exposed to struck-by hazards from mobile equipment including the Volvo L45H Wheel Loader operating in the same yard area.  Among other methods, feasible and acceptable methods of abatement would include:  The employer should implement a process-based approach to abate the cited hazard. As part of that process, multiple abatement measures from the menu below are necessary working together to materially reduce the hazard. The following items are intended as part of an overall process, and are not intended as standalone alternatives, to satisfy the employer's abatement obligations:   Develop and implement Traffic Control Plan  1) Ensuring the use of high visibility safety vests by all workers in accordance with ANSI 107. 2) Ensuring all radios utilized on site are interconnected to maintain radio communications when needed.  3) Enforcing specific speed limit throughout the yard area for all vehicles. 4) Posting additional speed limit signs in the yard as a reminder to vehicle operators to maintain the speed limit. 5) Ensuring that vehicles slow down and then stop and look prior to a blind turn, signal using the horn, or utilize a spotter where the operator's range of vision is obstructed or limited due to blind spots. 6) Identify designated pedestrian walkways. 7) Providing supervisors, drivers, and laborers with training on the Internal Traffic Control Plan.
