General-duty citation text
29 CFR 1915.181(b): Before employees were permitted to work on an electrical circuit the circuit was not deenergized: a) USS Nimitz, on or about February 6, 2024, Shop 51 employees were required to work on energized wiring while performing inspection, repair, and cleaning of components within a breaker panel. The task required employees to disconnect two energized wires determined to have a voltage of approximately 28VDC from a terminal board, then isolate the wires with shrink sleeving, and hang the wires within the electrical panel. The wires remained energized for the duration of the repair. Note for reference: 29 CFR 1915.181(b) in full: Before an employee is permitted to work on an electrical circuit, except when the circuit must remain energized for testing and adjusting, the circuit shall be deenergized and checked at the point at which the work is to be done to insure (sic) that it is actually deenergized. When testing or adjusting an energized circuit a rubber mat, duck board, or other suitable insulation shall be used underfoot where an insulated deck does not exist.
