29 CFR  1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed:  a) On the edger: On or about April 14, 2024, and times prior, employees perform servicing and maintenance activities such as blade changes and equipment repairs. The employer did not perform annual periodic inspections of the energy control program to ensure the requirements of the energy control standards are met.    The Beckwith Lumber Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR  1910.147(c)(6)(i) , which was contained in OSHA inspection number 1508125, citation number 2, item number 1 and was affirmed as a final order on May 13, 2021, with respect to a workplace located at 34443 Seneca Trail Slaty Fork, WV 26291.

29 CFR  1910.147(c)(4)(ii)(B):The energy control procedures did not clearly and specifically outline the steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy.   a) On the edger: On or about April 14, 2024 and times prior, the employer's energy control procedures did not contain specific procedural steps for controlling hazardous energy such as 240V electrical, 80-100 psi pneumatic energy and 1800 pounds of hydraulic energy. The procedures only provide a basic statement to turnoff electrical power and that there may be other energy sources but does not explain the steps for shutting down or isolating all energy sources.

29 CFR  1910.147(c)(4)(ii)(C):The energy control procedure did not clearly and specifically outline the steps for placement, removal and transfer of lockout devices or tagout devices and the responsibility for them.  a) On the edger: On or about April 14, 2024 and times prior, the employer's energy control procedures did not specify where or how to apply and remove lockout devices when performing maintenance on the edger to control the 40V electrical, 80-100 psi pneumatic energy and 1800 pounds of hydraulic energy.
