29 CFR 1926.1417(a): The employer did not comply with all manufacturer procedures applicable to the operational functions of equipment, including its use with attachments.  At the temporary jobsite located at northbound US-69 Highway, south of US-54 Highway, Fort Scott, Kansas, employees engaged in moving material with the use of a National 500E2 Crane (serial # 294552), were exposed to struck-by hazards. The employer did not ensure that the manufacturer's procedures were following in the following conditions.  1. The outriggers and stabilizers were not extended, per the National 500E2 operators manual, before lifting operations were conducted. 2. The entire worksite to include ground conditions were not inspected to ensure the ground would safety support a load greater than the crane's weight and maximum capacity.
