29 CFR 1910.147(d): The established procedure for the application of energy control (the lockout or tagout procedures) did not cover the actions listed in and/or was not done in sequence as required by 29 CFR 1910.147(d)(1)-(6):  (a) Athena Department, Coating Unit 2; On or about July 13, 2025, and at times prior, employees were exposed to machine hazards while engaged in set up and/or cleaning tasks during production changeovers.  The employer did not implement energy control application steps as the machine was not shut down or turned off prior to performing these tasks.   (b) Athena Department, Coating Unit 1; On or about July 13, 2025, and at times prior, employees were exposed to machine hazards while engaged in set up and/or cleaning tasks during production changeovers.  The employer did not implement energy control application steps as the machine was not shut down or turned off prior to performing these tasks.   3M Company was previously cited for a Repeat-Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(d), which was contained in OSHA inspection number 1669008, citation number 1, item number 1b, and was affirmed as a final order on November 18, 2024, with respect to a workplace located at 801 N Marquette Road, Prairie Du Chien, WI 53821.
