Employee was installing signage from the basket of a #21 Elliott truck mounted aerial lift without lanyard of the body belt connected to an anchorage point on the boom or basket of the lift. b.  Employee was installing signage from the basket of a #22 Elliott truck mounted aerial lift without lanyard of the body belt connected to an anchorage point on the boom or basket of the lift.
