1910.9(b) Training. Standards in this part requiring training on hazards and related matters, such as standards requiring that employees receive training or that the employer train employees, provide training to employees, or institute or implement a training program, impose a separate compliance duty with respect to each employee covered by the requirement. The employer must train each affected employee in the manner required by the standard, and each failure to train an employee may be considered a separate violation. [FR 73 75583, Dec. 12, 2008]  On or about January 7, 2026, in the FC3/FC4 Maintenance Shop, an employee was using their gloved left hand while polishing a steel mandrel shaft on the Coldchester Triumph Model lathe while holding an abrasive Emory cloth material around the rotating part. The friction created between the Emory cloth and/or the glove, and the rotating part entangled the Emory cloth and the gloved hand of the employee around the mandrel shaft in the direction of rotation.
