The injured employee was one of three workers on-site repairing a downed overhead conductor that had been damaged by a fallen tree. The injured employee began to measure the length of the jumper before the circuit was de-energized and grounded. He grabbed a de-energized conductor with one hand and touched an energized conductor with his other hand. The employee sustained electrical burns to both hands.
