An employee was operating a barge-mounted crane to move a counterweight from one barge to another. The crane tipped over as the boom arm swung the weight. The safety line attached to another free-floating barge snapped, allowing the barge with the crane to flip over into the water. The employee was rescued from the water and resuscitated.
