Final narrative
Two employees were moving sheetrock down a ramp (garage access ramp) using a drywall cart. The injured employee went to stop the cart as it rolled down the ramp, but the cart hit a steel plate on the ramp and tipped over. The cart and drywall fell on the employee, breaking both legs.
