An employee was working from a scissor lift to paint piping. The employee finished painting, lowered the lift, unlatched the chain on the back, and was standing on the top step of the ladder that is used to access the work platform. The lift raised approximately 6 feet into the air and the employee fell onto the concrete floor below. The employee sustained a concussion and a neck fracture requiring hospitalization.
