Employee was doing a roll change on [REDACTED] with his NTL [REDACTED] the roll had been removed from the winder A used core was used to put on the shaft but it was a little bit tight due to air inside the shaft (holds the core in place) The operator tried 68 times to remove the core from the shaft by banging it on the ground to loosen it (core) from the shaft On the final attempt to loosen the core operator failed to align it correctly and subsequently struck his own foot with the shaft he was using (EE was piledriving the shaft to the ground in the intent to loosen the core) The impact didnt make a direct hit with the steel toed portion of his toe but it struck his metatarsal away from the protected area of the boot causing the injury
