29 CFR 1910.95(c)(1): A continuing, effective hearing conservation program as described in 29 CFR 1910.95(c) through (n) was not instituted when employee noise exposures equaled or exceeded an 8 hour time weighted average sound level (TWA) of 85 dBA: A hearing conservation program was not fully implemented for workers exposed to noise in excess of the 85 dBA action level during tree work operations. On 5-7-14, a worker was exposed to an 8 hour time weighted average noise level of 87.5(equivalent dose of 71.6%) during chain saw and chipper operations. A hearing conservation program shall include 1. Noise monitoring 2. Baseline and annual audiometric testing 3. Offering hearing protection 4. Training program and posting of the standard 1910.95 in the workplace.
