29 CFR 1910.242(b): Compressed air used for cleaning purposes was not reduced to less than 30 p.s.i.:  a)  At the recycling plant - Employees were using compressed air for cleaning work areas, as well as personal clothing and skin, at approximately 100 p.s.i., exposing employees to extreme pressure hazards that could lead to skin/eye abrasion injuries.  Abatement certification is required for this item.

29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a)  At the recycling plant - Employees were working with "Shell Stamina Grease" (eye/skin irritant), "Int. Enamel Deeptone Base" (skin/eye/respiratory irritant), "Darina EP Grease 2" (skin/eye/respiratory irritant), "Glass Borosilicate" (skin/eye/respiratory irritant), "Crushed Glass" (skin/eye/respiratory irritant), "Triple-Bead 90 Wear-Con Wear Compound" (respiratory carcinogen - crystalline silica), along with other coolant and grease products, where the employer had not implemented a written hazard communication program, creating delay in and/or improper exposure treatments.    Abatement certification is required for this item.
