29 CFR 1910.1000(c): An employee(s) was exposed to airborne respirable crystalline quartz silica in excess of the 8-hour time weighted average (TWA) limits listed in Table Z-3: a) Southside Booth #6 in the South Cleaning Room, a Bench Grinder employee was exposed to airborne respirable crystalline quartz silica at a level of 1.3 mg/m3 as an 8-hour TWA on 02/04/2015, approximately 1.7 times the PEL of 0.769 mg/m3. This exposure was determined by air sampling conducted over 427 minutes during one shift, with zero exposure being assumed for the unsampled 53 minutes of an 8-hour work shift. b) Southside Booth #3 in the South Cleaning Room, a Bench Grinder employee was exposed to airborne respirable crystalline quartz silica at a level of 2.1 mg/m3 as an 8-hour TWA on 02/04/2015, approximately 1.3 times the PEL of 1.613 mg/m3. This exposure was determined by air sampling conducted over 423 minutes during one shift, with zero exposure being assumed for the unsampled 57 minutes of an 8-hour work shift. c) Southside Booth #2 in the South Cleaning Room, a Bench Grinder employee was exposed to airborne respirable crystalline quartz silica at a level of 2.1 mg/m3 as an 8-hour TWA on 02/04/2015, approximately 3.1 times the PEL of 0.667 mg/m3. This exposure was determined by air sampling conducted over 422 minutes during one shift, with zero exposure being assumed for the unsampled 58 minutes of an 8-hour work shift. 29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) Southside Booth #6 in the South Cleaning Room, a Bench Grinder employee was exposed to airborne respirable crystalline quartz silica at a level of 1.3 mg/m3 as an 8-hour TWA on 02/04/2015, approximately 1.7 times the PEL of 0.769 mg/m3. Applicable administrative or engineering controls may include, but are not limited to the following: 1) Ensure air flowing through the filters of the Southside grinding booths are not becoming restricted. Restricted airflow reduces the dust collectors' effectiveness at removing airborne respirable silica from employees' breathing zones. This can be done, in part, by; 1) installing pressure gages to measure the pressure differential between the clean air and dirty air plenums on each of the fan/dust collector units, and 2) providing alarms/notifications to alert when conditions are not optimal. 2) Ensure employees aim the grinding swarth towards the backwall/exhaust face of the grinding booths through instruction and training. Supplement these new ergonomic challenges with rotating and height adjustable work surfaces to allow employees to hold tools comfortably while directing swarth towards the exhaust face. 3) Conduct personal air monitoring for respirable crystalline silica to ensure engineering and administrative controls effectively reduce employees' exposures below the PEL.
