Employees were exposed to struck by hazards.   a. 219 Branch Brook Drive, Belleville, NJ - Back lot, dumpster area   Refuse collection employees performing rear-loading container (dumpster) removal practices, using a winch and cable system on a  McNeilus Rear-loaded Garbage Truck, #100, (VIN 1M2K195C03M021940) did not engage both dumpster trunnion bar latches prior to lifting the container to be emptied.  b. 219 Branch Brook Drive, Belleville, NJ - Back lot, dumpster area   Refuse collection employees performing rear-loading container (dumpster) removal practices, using a winch and cable system on a  McNeilus Rear-loaded Garbage Truck, #100, (VIN 1M2K195C03M021940) did not lower the dumpster to the ground prior to engaging the hopper blade.  Violation occurred on or about February 3, 2015
