29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement:  Construction Site: On or about March 30, 2015, and at times prior thereto, two employees working on scaffolds located on the west side of building. The mud sills were not level and/or rigid. This condition exposed the employees to a fall hazard of greater than 10-feet to the ground below.

29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii):  Construction site: On or about March 30, 2015, and at times prior thereto, two employees were working on scaffolds located on the west side of the building that were not fully planked. This condition exposed the employee to a fall hazard of greater than 10-feet to the ground level.    Best Plastering was previously cited for a violation of this occupational safety and health standard 29CFR1926.451(b)(1), which was contained in OSHA inspection number 653078, citation number 02, item number 001 and was affirmed as a final order on January 3, 2013, with respect to a workplace located at 2224 Azure Point, El Paso, TX 79938.  Best Plastering was previously cited for a violation of this occupational safety and health standard 29CFR1926.451(b)(1), which was contained in OSHA inspection number 618419, citation number 02, item number 001 and was affirmed as a final order on January 7, 2013, with respect to a workplace located at 11512 Robert Lennox Dr., El Paso, TX 79934.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Cross-braces were used as a means of access:  Construction site: On or about March 30, 2015, and at times prior thereto, two employees on the scaffolds located on the west side of the building were observed climbing the scaffold side to gain access and egress.  This condition exposed the employees to a fall hazard greater than 10-ft. to the ground below.
