29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, a personal fall arrest system, or an alternative fall protection measure as provided by another provision in paragraph (b) of this section:    a.   On or about October 7, 2015, on the roof trusses, employees installing truss bracing and roof sheeting were exposed to 9 to 18 feet fall hazards in that they were not protected by a fall protection system.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards:  a.   On or about October 7, 2015, employees who set trusses, install truss bracing, and perform roof sheathing had not been trained to use fall protection in accordance with 29 CFR 1926.501(b)(13).
