IN THE ALTRENATIVE 29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s).   a) 4th floor, west side wall:    Employees were demolishing a masonry wall along the west side of the building. During demolition, the employer did not conduct continuing inspections, by a competent person, as the work progressed to detect hazards resulting from weakened and deteriorated wall. Employees were permitted to work where collapse hazards exist. On or about 12/24/15.    Among other methods, feasible means to abate the hazard include:  Comply with ANSI/ASSE A10.6-2006 standard "Safety and Health Program Requirements for Demolition Operations" par 5.1 which states: "During demolition, inspections by a competent person shall be made as work progresses to detect hazards resulting from weakened or deteriorated floors, walls or loosened material. No worker shall be permitted to work where such hazards exist until they are corrected by shoring, bracing or other effective means."
