29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  (a) The employer did not maintain a copy of their written hazard communication program at the worksite where employees were potentially exposed to diesel fuel, gasoline, greases and respirable dust containing silica.   ABATEMENT CERTIFICATION IS REQUIRED

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training as specified in 29 CFR 1910.1200(h)(2) and (h)(3) on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:  (a) A laborer who was potentially exposed to such hazardous chemicals as silica, diesel fuel, and  gasoline had not received information and training regarding the following:  Information  * Location and availability of the written hazard communication program  * Location and availability of material safety data sheets/safety data sheets  Training  * Physical and health hazards of chemicals  * Details of the hazard communication program  * Explanation of the labels received on shipped containers and the workplace labeling system
