The moving scrap material ran from the slitter machine to the scrap winder directly across the entire length of the aisle.

The railing was not provided with a toeboard wherever, beneath the open sides, (i) Persons could pass, (ii) There was moving machinery, or (iii) There was equipment with which falling materials could create a hazard.
