29 CFR 1926.451(h)(2)(ii): A toeboard was not erected along the edge of platforms more than 10 feet (3.1 m) above lower levels for a distance sufficient to protect employees below:  a) On or about 02/14/18, at the At Home Store, under construction, located on 3049 West Ridge Road, in Rochester, NY, a pump jack scaffold in use by employees was not equipped with a toe board to prevent falling objects from falling onto employees working below. The working platform was 14 feet above ground level.  NO ABATEMENT CERTIFICATION REQUIRED
