29 CFR 1910.23(c)(1): Open sided floor(s) or platform(s) 4 feet or more above the adjacent floor or ground level were not guarded by standard railings (or the equivalent as specified in 29 CFR 1910.23(e)(3)(i) through (v)), on all open sides except where there is entrance to a ramp, stairway, or fixed ladder. The railing shall be provided with a toeboard wherever, beneath the open sides.    Drilling Site: On or about April 16, 2018, employees were engaged in oil and gas drilling activities without railing installed on all open sides of the rig.  This condition exposed employees to fall hazards above 4 feet.

This condition exposed employees to struck-by hazards.

This condition exposed employees to electrical shock hazards.
