29 CFR 1910.22(c): (c) Access and egress.  The employer must provide, and ensure each employee uses, a safe means of access and egress to and from walking-working surfaces.    On May 30 2018 at 1711 Eisenhower Road in De Pere, the employer did not ensure a safe means to egress the work surface of a manufactured generator enclosure five and one half (5.5) feet above surface level.  An employee was stepping through the doorway and down to surface level.

29 CFR 1910.28(b)(1)(i):  Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following:  guardrail systems; safety net systems; personal fall protection systems, such as personal fall arrest, travel restraint, or positioning systems.    On May 30 2018 at 1711 Eisenhower Road in De Pere, employees were rigging equipment from a working surface with open edges sixteen feet and ten inches above surface level without utilizing fall protection equipment.
