This condition exposed the employee to struck-by hazards in the vehicle failure or load imbalance.

29 CFR 1917.71(e): Employees working in the immediate area of container handling equipment or in the terminal's traffic lanes were not wearing high visibility vests, decals, reflectors or equivalent protection:  Bethel Terminal, Sea Hawk:  On or about June 12, 2018 and at times prior thereto, employee working in the traffic lanes(s) of the terminal was not wearing a high-visibility vest or equivalent protection.  This condition exposed the employee to struck-by hazards.
