29 CFR 1926.502(b)(1): The top edge height of the top rails, or equivalent guardrail system members, was not 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level:    a) On or about September 11, 2018 and at times prior thereto Winspear Construction LLC did not ensure their employees and their subcontractor employees who were installing stairwell guardrails were protected from fall hazards between 11 and 33 feet where the concrete parapet walls were only 32 to 33 inches high on garage levels 2, 3, and 4.    Abatement certification not required for this item.
