Employees were re-roofing multifamily homes. The employees were throwing shingles, nails, and roofing materials to the ground, lower level and/or trailers while other employees were on the lower level or ground. The employer had not provided protective helmets. This condition exposed approximately 20 employees to struck-by hazards.
