OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:   1) On August 23, 2019, and at prior times, the employer did not ensure that employees were protected from crushing hazards while working underneath vehicles that were elevated on automotive lifts in the following circumstances:   a) The employer did not ensure that employees lowered the lift to the locking mechanisms, or used jack stands where the lift was below the point where the locking device engaged.  The in ground lift in the middle of the shop had locking mechanisms that had been silicone sealed in the open position.  The in ground lift on the east side of the shop was used to elevate a truck and jack stands were not used when the lift was below the point where the locking device engaged.    b) The employer did not ensure that lifts were periodically inspected and maintained by qualified personnel to ensure that the lifts were properly functioning.  A cable had recently broken on the Rotary brand SPOA9 lift while an automobile was elevated on the lift.     Among other methods, one feasible and acceptable method to abate the hazard would be to implement the guidelines of the American National Standard for Automotive Lifts- Safety Requirements for Operation, Inspection, and Maintenance, and the Automotive Lift Institute Lifting It Right safety manual.
