29 CFR 1926.502(i)(2): Covers were not capable of supporting, without failure, at least twice the weight of employees, equipment, and materials that may be imposed on the cover at any one time.  Skylight hole, 243 Stafford Street, Worcester, MA: On or about June 18, 2020 employees walking and working near a skylight roof opening which had been covered over by layers of polypropylene foam boards were exposed to fall heights in excess of 21 feet. The foam boards are not capable of supporting twice the intended load of employees, equipment and materials that may be imposed them at any time.
