29 CFR 1926.451(g)(1)(vi):Each employee performing overhand bricklaying operations from a supported scaffold shall be protected from falling from all open sides and ends of the scaffold (except at the side next to the wall being laid) by the use of a personal fall arrest system or guardrail system (with minimum 200 pound toprail capacity). a.) On or about April 20, 2021, an employee was exposed to a 26-foot fall hazard while hauling bricks with a bucket and rope to conduct chimney repair work on the top tier of a tubular welded-frame scaffold that did not have any guardrails installed or a personal fall arrest system in place.

29 CFR 1926.451(g)(4)(i):Guardrail systems shall be installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews. On or about April 20, 2021, an employee was exposed to a 26-foot fall hazard while hauling a bucket and rope to bring bricks up to the chimney to conduct chimney repair work on the top tier of a tubular welded-frame scaffold that did not have any guardrails installed.
