29 CFR  1910.147(c)(4)(ii):The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items of this section:    (a)  Western Sugar Cooperative, 18317 CO-144, Fort Morgan, CO, 80701:  On or about April 22, 2021, and at times prior, the employer did not protect employees from burn hazards while servicing and maintaining filters on the 4th floor of the facility in that the 4th Floor Safety Filters Lockout/Tagout Posted Procedure did not clearly and specifically communicate how to isolate and render the filters safe.  The Authorization on the procedure does not list the job roles that are authorized to use the procedure.  Steps one and two of the procedure say to use a chain to secure inlet and outlet valves but the on-site demonstration and interviews reveled that locks were used.  The 4th Floor Safety Filter Lockout/Tagout Posted Procedure includes only two steps, although there are many more actions to take for full isolation and rendering the filters safe to service and maintain, including but not limited to that the filters operate at a high pressure and there is no step to verify the pressure is dissipated before opening the filter for servicing and maintenance.  There is no step to test the equipment to verify isolation and safe condition of the filters prior to servicing and maintenance.
