29 CFR  1910.212(a)(3)(iii): Machine guarding. Point of operation guarding. Special hand tools for placing and removing material shall be such as to permit easy handling of material without the operator placing a hand in the danger zone. Such tools shall not be in lieu of other guarding required by this section, but can only be used to supplement protection provided.  a) On or before May 5, 2021, employees were removing guards on the Turks Stand Mill #1 and using hand tools, such as metal pipes with emery paper taped to the end and/or handheld air grinders to remove pick-up material off of the rolls while the mill was running.

29 CFR  1910.212(a)(1): Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips, and sparks. Examples of guarding methods are barrier guards, two-hand tripping devices, electronic safety devices, etc.  a) On or before May 5, 2021,  Mill #1 did not utilize an adequate guarding method on the Turks Stands that would prevent employees from getting caught in the in-running nip points while cleaning the rolls during the production process.   b) On or before September 15, 2021, Mill #1 did not utilize an adequate guarding method throughout the mill bed and welding area to prevent employees from getting caught in in-running nip points on rollers or caught in the point of operation of the welding head and remetalizing heads when making adjustments during the production process.   The Epix Tube Co., Inc was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.212(a)(1), which was contained in OSHA inspection number 1467370, citation number 1, item number 1 and was affirmed as a final order on July 6, 2020, with respect to a workplace located at 5353 Salem Dr. Trotwood, Ohio 45426.
