29 CFR  1926.21(b)(2):The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury:  At the worksite located at 1400 West Main Street, Blue Springs, Missouri:  Employees were exposed to fall hazards.  The employer did not establish and implement an accident prevention program where employees were exposed to fall hazards.  Villa Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR  1926.21(b)(2), which was contained in OSHA inspection number 1539939, citation number 1, item number 1 and was affirmed as a final order on December 7, 2021, with respect to a workplace located at 10612 Huff Ave, Kansas City, Missouri.

29 CFR  1926.501(b)(13):  Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system.  At the worksite located at 1400 West Main Street, Blue Springs, Missouri:  Employees were exposed to fall hazards.  Employees were observed installing roofing materials while exposed to fall hazards greater than 10 feet from eave to the ground without the use of a fall protection system.  Villa Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1539939, citation number 1, item number 3 and was affirmed as a final order on December 7, 2021, with respect to a workplace located at 10612 Huff Ave, Kansas City, Missouri.
