29 CFR  1918.98(a)(1): An employee other than one determined by the employer to be competent by reason of training or experience, and who understands the signs, notices, and operating instructions and is familiar with the signal code in use was permitted to operate a crane, winch, or other power-operated cargo handling apparatus, or any power-operated vehicle, or gave signals to the operator of any hoisting apparatus:  On or about 6 September 2022, at Pier #4, Autoridad del Puerto de Ponce, Area Guancha, Ponce, PR, the employer did not ensure a full-time signal man was designated and placed in a conspicuous place where could provide warning and directions to the crane operator and other heavy equipment operators in areas where was difficult to operate.  NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.
