Electrical tape was used to protect the spliced wires.

29 CFR  1910.305(g)(2)(iii):Flexible cords were not connected to devices and fittings so that tension would not be transmitted to joints or terminal screws:  Employees engaged in operating  60 ton electrical jacks at the rail car maintenance facility located at 1206 Hoover Road Junction City, KS were exposed to electrical hazards due to the wires being stretched from power cord to the control box allowing the positive and negative wires to be exposed as they enter the metal box.
