29 CFR 1910.147(c)(4)(ii)(B): The energy control procedure did not clearly and specifically specific procedural steps for shutting down, isolating, blocking and securing machines or equipment to control hazardous energy: First Solar, Inc. - Perrysburg, Ohio: On or about October 13, 2025, the employer did not ensure that energy control procedures specified the steps necessary, including the time need for energy dissipation of the pneumatic cylinders, the types and number of energy sources, and the sequence of energy source isolation, for servicing and maintenance of the end-of-arm-tool (EOAT) gantry on the Finishing 2, Hi-Pot B cell. This lack of specificity exposed control and maintenance/electrical technicians to struck-by hazards associated with the vertical movement of the EOAT gantry.
