An employee attempted to remove a railcar rubber chock that was stuck beneath the wheel. The employee was going to pull the railcar forward to pull it into the rubber chock. Once it hit the chock, the railcar would roll back, dislodging it. The metal handle of the chock kicked back and struck him on his chin, fracturing his jaw.
