An employee was attempting to access the roof using a 14-foot fixed ladder. When he attempted to open the roof hatch, the weight of the snow on the hatch would not allow the hatch to open. The unexpected force caused the employee to fall off the ladder. He suffered three broken ribs and a ruptured spleen that required surgery and hospitalization.
