An employee wrapped a rope around a truck crane outrigger leg to use as an anchor to lower a large jack from a steel utility pole. The rope was wrapped once around the outrigger leg and when the jack started lowering from the utility pole, the rope let out quickly and knocked the employee off their feet falling onto the ground. The employee suffered a fractured right hip and left scapula.
