An employee was installing materials used for waterproofing on the roof of an apartment complex. The area was protected by a passive fall protection system with both the middle and top temporary railings installed. The employee was on his knees installing aluminum flashing and bumped into the middle railing. The middle railing failed and the employee fell 25 feet to the ground below, fracturing their right leg.
