Installing belt on paint fan

What happened

Employee was installing a new belt on a fan to replace a broken one. When installing the new belt the employee installed it first on the fan pullet then pulled it toward the motor pulley to attempt to roll it on and he felt a pop in his elbow and the arm went numb. Employee states that the elbow pain started approximately 3 hours after the incident occurred.
