29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2): Shaver Transportation Company moorage- (a) Workers access route to and from the ST-48 barge were exposed to serious injuries from falls of 12 feet to the main dock below.
