(c)  St. Phillip:  On or about May 7, 2019 and at times prior thereto, rope top rail adjacent to the port stern vessel access measured 29 inches (at slack) in height.  This condition exposed employees to a fall hazard of 9 feet, 6 inches to the compacted gravel surface below.
