29 CFR  1910.304(g)(5):  The path to ground from circuits, equipment, and enclosures was not permanent, continuous, and effective:  On or about 07-09-2021 and times prior thereto, located at Colonna's Shipyard, Inc., 400 East Indian River Road. Norfolk, VA 23523, onboard USNS Apache (T-ATF-172), employee(s) were exposed to electrical hazards from an ineffectively grounded Colonna's Shop-built 480 Volt, Single Phase electrical panel portable wheeled dolly cart located on the deck plate of the vessel.  Employee came in contact with live electrical current after touching the metal frame of the wheeled cart.  Abatement was corrected during the inspection.
