29 CFR 1910.119(e)(1):  The employer did not perform an initial process hazard analysis (hazard evaluation) on processes covered by this standard which was appropriate to the complexity of the process and identified, evaluated, and controlled the hazards involved in the process:  On and before June 22, 2023, the employer did not perform an initial process hazard analysis associated with loading Angel Buggies, containing primers, into semi-trailers for conveyance of the explosive primer from Zone 1 to Zone 4. The analysis shall identify, evaluate, and control the loading hazards associated with, but not limited to, buggy movement, loading, clamping, and chocking as appropriate to the complexity of the loading process and the equipment in use.
