An employee was lifting and moving a 40-foot shipping container with a top-loader stacker vehicle to place that container on top of two other shipping containers that had been stacked. While driving the top-loader forward, he activated the vehicle braking system as the shipping container was lifted. The vehicle then tipped and fell forward. As the vehicle was tipping forward, he jumped from the operator's cab, fell to the pavement below, and fractured both legs.
