An electrical crew was in the final stages of a hurricane restoration project. One of the employees was removing the protective coverup equipment when he noticed potential movement in a connection or energized cable. When he tightened the connection with a hand tool, a phase-to-ground arc flash burned his face. He was hospitalized.
