29 CFR 1910.37(a)(3): Exit route(s) were not kept free and unobstructed:    A.)  Essentra Plastics, LLC dba Essentra Components, 3123 Station Road, PA  16510, south side of the building, on or about August 24, 2016 and time prior thereto:  A gated fence was located on the south side of the building.  The gated fence was 20.5-feet from the south exit doors.  The locked gate prevented employees from getting away from the building in the event of a fire or other emergency.

29 CFR 1910.157(g)(2): The educational program to familiarize employees with the general principles of fire extinguisher use and the hazards involved with incipient stage fire fighting was not provided to all employees upon initial employment, and at least annually thereafter:    A.)  Essentra Plastics, LLC dba Essentra Components, 3123 Station Road, PA  16510, on or about August 24, 2016 and time prior thereto:  Employees are provided with, and permitted to use, portable dry chemical fire extinguishers.  Employees have not been trained on the proper selection and use of the portable fire extinguishers.
